Extensive oceanfront, back bay and tidal marsh; large low-lying residential zones.
I-264 westbound and Route 44 corridor carry most outbound traffic; oceanfront and Sandbridge areas have limited exits.

Dense urban core with recurrent tidal flooding in low-lying neighborhoods.
Hampton Roads Bridge-Tunnel, Midtown and Downtown tunnels concentrate cross-water travel.

Extremely low elevation surrounded by marsh; among the most surge-exposed communities in the region.
Very few outbound roads; Wythe Creek Road is the principal corridor.

Connects the Peninsula and Southside; closes for high winds and incidents.
Monitor-Merrimac Memorial Bridge-Tunnel (I-664)
Alternate cross-harbor route; also subject to closure.
Downtown & Midtown Tunnels (I-264 / US-58)
Norfolk–Portsmouth crossings; heavy congestion during events.
James River Bridge (US-17)
Newport News to Isle of Wight; wind-sensitive.
George P. Coleman Bridge (US-17)
York River crossing serving York County and Gloucester.
I-64 / I-264 / I-464 / US-58 / US-460
Primary regional evacuation corridors; check 511 Virginia for status.
